Desk
It’s a
pleasure and happy moment personally for
me to be at the helm of affairs for a
strategically placed important
Controller office in the North-Eastern
part of the country. The strategic value
of the command can be gauged by the fact
that it is sharing international borders
with Bhutan, China, Myanmar and
Bangladesh. Hence, the necessity and
presence of troops to protect
geographical boundaries is obvious.
Where troops look after their
administrative jobs themselves, their
audit and accounting requirements are
being taken care of by this organization
which is by no means an easy task. The
job is done through various sub-offices
which are spread over in 54 locations
all over the North-Eastern region
covering seven states. Quite a few of
our field offices are in such locations
where both the geographical and climatic
conditions are challenging, but in such
locations too duties are being performed
by the dedicated lots of our officers
and staff to the satisfaction of all
concerned.
For quite a few years the Department is
trying to cope up with the problem of
dwindling staff position by depending
more on computerization in such sphere
of activities where it was not there and
it is showing results by means of
appreciation from Ministry and Service
Headquarters. Pay and Allowances of
“Personnel Below Officers Ranks” (PBORs)
is our priority sector. The fulfillment
of the aspirations of PBORs to have
their monthly salaries credited in their
individual bank accounts and receipt of
monthly Pay Slips in place of QSAs are
few such steps already taken. It has
also done away with cumbersome process
of adjustments of advances paid to the
finality. The efforts to have an online
pay accounts system under the Project
“Dolphin” is also made available to the
PBORs pertaining to both the PAOs of
this organization already. In addition,
Dynamic Websites are being hosted for
both the PAOs to provide information
about the activities going on at the
PAOs. The websites will contain the
salary details of the PBORs where from
they can download their required
information using their login-password
easily. Provision to lodge complaint to
redress grievance, if any has also being
provided in the website and the same
will be monitored at the appropriate
level to finality. Projects viz, “Nidhi”
(for NONDAD GPF) and “AAO BSO” has
already been implemented in the
sub-offices under this organization.
Some of the other Projects viz,”Subigya”
(for Pension Enquiry System), “Sankalan”
(Master Note Book Online), “Viswak”(for
AO GEs) etc are in the critical stage
of development and their implementation
would start soon all over the country,
including this command. Works for
another Project for the “AAO DEO
Offices” has already been undertaken at
this end. Very recently we have
installed a Kiosk Information System at
our reception for the Services, which
the representatives from the units /
formations can use its touch screen to
extract their requisite Funds and Bills
information. This is working as a Single
Window System for disseminating
information so that they do not have to
visit sections to collect information.
Representatives of the
Contractors/Vendors/Suppliers can also
register there to log into their area to
view the status of their claims through
the said system. Dynamic contents of
this office website are under
development in consultation with NIC
Guwahati and will be made available for
the units/formations and
Contractors/Vendors/Suppliers soon. In
this login based information system, the
users sitting in their offices can log
into the specific area of the website of
this organization viz through “Client
Area” and can get an updated
funds and bill information. In addition,
a PC has been kept in the reception to
provide information on the pensionary
benefits under the “Project Subigya”,
wherefrom PBORs can get required
information about their pension.
Progress of these projects will be
posted in our website for knowledge of
all concerned.
All these are sincere efforts on our
part to provide better, efficient
services to our clients so that the
motto “Service to the Services” is
fulfilled in true letter and spirit.
Let’s strengthen our hands (i) by
continuing the same good works, (ii)
implementing newer services that are in
pipeline with dedication and (iii) with
suggestions for improvement in any
sector of our area of works which are
always welcome.
